For Federal Senior Executive Service & High-Potential GS-14/15 Leaders
You're technically excellent. You deliver results. But as the expectations of SES leadership grow, cross-agency influence, political pressure, building the bench below you, the question isn't whether you work hard. It's whether your leadership is landing the way you intend.
In 14 days, get an honest read from your own supervisors, peers, and direct reports on where your leadership is creating momentum, and where it may be quietly creating drag. Plus a 90‑day plan to act on it.
Most executive assessments end with a report. Ours ends with proof: we re-measure whether your team experiences you differently 90 days later.
This is the first step to starting your 14‑Day Executive Leadership Diagnostic.
We only run 3 diagnostics per month. If the calendar shows slots, there's still space.
Want to see what you actually get first? See a real example →Most SES leaders find out their leadership is landing wrong when it's already affected their team, their programs, or their career trajectory.
GPS in the federal government
GPS has been doing this work with federal executives for over 15 years. We've supported senior leaders at agencies where leadership failure has real mission consequences, not just quarterly results.
The 14-Day Executive Leadership Diagnostic is built around the realities SES and GS-14/15 leaders actually face: ECQ-style expectations, political pressure from above, execution pressure from below, and very limited time to develop.
GPS has partnered with organizations that exist specifically to support the development of federal executives, not generic leadership development firms repurposed for government.
Our work has been recognized by The Aspen Institute and the Association for Talent Development (ATD), two of the most credible voices in executive development.
"The diagnostic is designed around the realities SES and GS-14/15 leaders face, ECQ-style expectations, political pressure, and very limited time. It's not a workshop. It doesn't pull you off the mission." · Alex D. Tremble, GPS Leadership Solutions
What we hear from federal leaders
These aren't generic leadership challenges. They're the specific friction points that surface for SES and high-potential GS-14/15 leaders in complex agencies.
You believe you're approachable, decisive, and collaborative. Your team experiences something different. That gap, between how you intend to lead and how it lands, is the most common source of quiet drag in federal organizations.
Your high-potentials are technically excellent. But they're still doing the work instead of leading the people who do it. The bench isn't building. And when you move up or move on, the gap is immediately visible.
Political dynamics, career risk, and hierarchy make honest upward feedback nearly impossible in federal environments. The people who know what's not working won't say it in a performance review or town hall.
Most leadership development programs require multi-day seminars, cohort programs, or off-site retreats. For SES leaders managing mission-critical programs, that's not realistic, and the transfer back to real work is poor.
When agencies identify SES candidates, they're relying on performance reviews and supervisor impressions. There's rarely concrete behavioral data on how a GS-15 actually leads, until they're already in an SES seat.
When the average SES tenure is 18–24 months, leaders optimize for visibility over depth. The result is teams that are dependent on the person, not the system, and agencies that reset every time someone rotates out.
The right fit

The 14-Day Executive Leadership Diagnostic
"A concise, confidential, 360-style executive snapshot that gives a senior leader clear, behavior-level feedback from their key stakeholders, and turns it into a focused 90-day development plan."
Most 360s stop at the scores. This one keeps going: into a 90-day plan and a Day-90 re-score that proves your stakeholders experience you differently. See a real example ↓
Each 14-day diagnostic includes:
Kickoff call. Clarify your role, current priorities, and identify the right supervisors, peers, and direct reports to survey.
Confidential survey deployed to your stakeholders. GPS manages follow-up. All responses fully protected, no attribution to individuals.
90-minute debrief: TP3™ scores, blind spots, 2–3 priority behaviors, and your 90-day Leadership Impact Plan ready to execute immediately.
Priced under the $10,000 government purchase-card / micro-purchase threshold. Processable via charge card or SF-182.
100% of your Diagnostic fee credited toward your first 90 days of coaching if we keep working together.
GPS runs a limited number of Diagnostics each quarter. If the calendar shows open slots, there's still space.
For situations requiring deeper 1:1 stakeholder interviews or an agency-ready summary report, a Pro engagement is available at $10,000. Ask about it on the call.

Why this matters for your career
The OPM ECQs are the official framework for SES selection, performance, and development. The 14-Day Diagnostic is designed to give you concrete behavioral data across all five qualifications, not a self-assessment, but a read from the people around you.
How your team experiences your ability to drive strategic change, manage ambiguity, and lead through uncertainty.
Whether your direct management behaviors are building team effectiveness or quietly creating friction and turnover.
How well your leadership behaviors translate organizational priorities into actual execution by your team.
Whether your stakeholders experience you as someone who connects leadership decisions to mission and resource outcomes.
How your cross-functional and interagency peers experience your ability to build trust and move collective work forward.
The diagnostic does not produce an ECQ narrative, but it gives you the behavioral evidence to write a stronger one. Many participants use their diagnostic report and 90-day plan directly in their SES application package. Learn more about the OPM ECQs at opm.gov
What federal leaders say
"The 14-Day Executive Leadership Diagnostic was on another level. He helped me identify the right mix of raters and gathered honest feedback through a structured survey, surfacing leadership blind spots I simply couldn't see on my own, especially around how my team experienced my communication. The debrief didn't stop at 'awareness.' Alex turned the data into practical 30- and 90-day roadmaps. If you want to be an authentic leader of a high-performing team, this is absolutely worth it."
"Working with Alex and GPS Leadership Solutions has been a game-changer for our Executive Leadership Team. We came to Alex with a clear problem: communication breakdowns and a lack of trust. In just a few short months, we've already seen measurable improvements. Alex pinpointed core issues, facilitated a highly effective session that aligned the team around three core priorities with clear actions and accountability. The results were immediate: better communication, stronger accountability, and a roadmap for the next 90 days."

Procurement & logistics
The 14-Day Executive Leadership Diagnostic is priced specifically to minimize procurement friction for federal agencies.
At $5,000, the Standard Diagnostic is priced well under the standard $10,000 government purchase-card and micro-purchase threshold. No lengthy contracting required.
Agencies typically process this via charge card or SF-182 training authorization. Both are straightforward for a single-leader engagement.
Run a pilot with 2–3 SES or high-potential GS-14/15s without a long contracting process. You'll see measurable behavior change inside a month.
The bottom line: You can schedule a call today, pilot with 2–3 leaders this quarter, and have concrete behavioral data and 90-day plans in place before the end of the fiscal year, without a single acquisition package.

Who you're working with
I started my career creating and managing the executive leadership development program for the U.S. Department of the Interior, and later served as Chief of Staff within the National Park Service. I know what SES leadership actually looks like from the inside.
I'm an industrial-organizational psychologist with 12+ years of federal executive development experience. I've designed and facilitated executive programs for leaders at OMB (within the Executive Office of the President), VA, DoD (WHS/DCSA), DHS, NOAA, FEMA, SBA, HUD, NPS, AVSO, and USDA/USFS. These aren't logos on a slide, they're agencies where I've sat across from senior leaders and done the work.
The diagnostic I offer federal leaders isn't a workshop. It doesn't pull anyone off mission. It's 14 days of confidential, behavior-level feedback from the people who work alongside them most closely, converted into a 90-day action plan they can execute immediately.
I've been honored as a Socrates Fellow by The Aspen Institute, recognized as a 40 Under 40 Emerging Leader by the Leadership Center for Excellence, and spotlighted internationally by ATD. I'm the author of five leadership books and the host of The Executive Appeal, a globally top-10% ranked podcast with 200+ executive interviews.
Hosted by Alex Tremble. Candid conversations with CEOs and executives about how they actually lead, the decisions, the blind spots, and the operating systems that separate leaders who scale from those who stall.
